ADIN 25 – MULTINATIONAL CIMIC TRAINING CONCLUDES IN NORTHEAST ITALY

More than 200 personnel from over 20 Allied and Partner Nations trained together to strengthen CIMIC capabilities in a multi-domain environment. The Multinational CIMIC Group has concluded ADIN 25 – Strengthening CIMIC Capabilities in a Multi-Domain Environment, a multinational exercise that, over ten days, transformed the regions of Veneto and Friuli Venezia Giulia into a dynamic training environment for civil-military cooperation.

More than 200 service members from over 20 Allied and Partner Nations took part in an integrated scenario where civilian and military dimensions intersected continuously and realistically. The core of the exercise was located at the MNCG headquarters in Motta di Livenza, where multinational staff elements conducted the Command Post Exercise. Working side by side, CIMIC teams analysed the civil environment, integrated information from diverse sources, and developed decision-making processes supporting operational planning.

This setting allowed participating nations to merge different doctrines, planning cultures and operational perspectives into a shared CIMIC approach. In the broader NATO CIMIC landscape, ADIN 25 highlighted once again the distinctive role of the Multinational CIMIC Group within the Alliance. As the only formation running a full-spectrum CIMIC exercise that integrates both a Command Post phase and a field-based LIVEX, MNCG provides a unique environment where doctrine, training and operational practice evolve together. Meanwhile, the Live Exercise brought Tactical CIMIC Teams onto the ground across several municipalities in Northeast Italy. Here, CIMIC operators engaged with local administrations, institutional representatives and a variety of civilian stakeholders whose roles mirror those found in real operational theatres.

These interactions enabled participants to experience first-hand how population needs, territorial vulnerabilities and local governance dynamics can influence military activity in complex, multi-domain scenarios. Throughout the exercise, the Italian Army provided critical support by enabling communications, mobility, reconnaissance and aviation capabilities, ensuring a high level of realism across both command-post and field activities. These contributions enhanced situational awareness and facilitated the movement of CIMIC teams in areas where terrain and operational conditions required specialized assets. Reflecting on the outcome of ADIN 25, the MNCG Commander, Col. Piero Furlan, highlighted the strategic importance of training in a multinational environment: “ADIN 25 has demonstrated once again that multinational training is essential for readiness and interoperability.

Working together—planning, coordinating, and operating in close contact with the civil environment—strengthens our collective ability to respond to the demands of modern operations.” By bringing nations together in a scenario where civil and military dimensions are inseparable, ADIN 25 further consolidates the Multinational CIMIC Group’s role as the Alliance’s primary hub for CIMIC interoperability and capability development. The experience gained during the exercise will directly contribute to strengthening CIMIC readiness across NATO, shaping the foundation for future multinational engagements
